STATEMENT OF INTEREST

The Federal Circuit Bar Association (“FCBA”) submits this brief as amicus in support of Claimant-Appellant, Cerise Checo, to urge the court to reverse the order of the United States Court of Appeals for Veterans Claims (“Veterans Court”) dismissing Ms. Checo’s appeal. The FCBA is a national organization with nearly 2,500 members from all geographic areas of the country. The FCBA offers a forum for discussion of common concerns between the bar and courts. One of the FCBA’s purposes is to render assistance to the courts in appropriate instances, both in procedural and substantive practice areas, including veterans’ affairs.

Pursuant to Federal Circuit Rule 29 and Federal Rule of Appellate Procedure 29(c)(5), counsel for the FCBA certifies that:
